How PayPal Merchant Fees Work in 2026
PayPal calculates seller fees on the gross payment amount received, which includes applicable sales tax and shipping charged to the customer. When processing transactions domestically in the United States, standard Goods & Services transactions incur 2.99% + $0.49, while online invoicing or customized checkout flows carry a 3.49% + $0.49 rate.
For cross-border payments, PayPal adds an extra 1.50% international assessment fee. Furthermore, if the customer pays in a foreign currency, an internal exchange spread of 3.00% to 4.00% is subtracted from the conversion.
